Debra L. Roth is the managing partner at Shaw Bransford & Roth, where she has practiced since 1989. Ms. Roth’s law practice concentrates on representing federal officials and employees in all aspects of federal personnel employment law. Her practice focuses on representing federal executives and managers, and on representation of federal employees and law enforcement officers in Inspector General, internal, and congressional investigations. James P. Garay Heelan is an associate attorney at Shaw Bransford & Roth, where he has practiced federal personnel and employment law since 2012. Mr. Heelan has additional experience as a judicial intern in litigation against the federal government and as an intern at a law firm supporting litigation on behalf of American Indian communities against the federal government for violation of the federal trust relationship with those communities. In law school, Mr. Dirks clerked at Shaw Bransford & Roth, and conducted legal research on a wide array of federal employment cases. Michael Sgarlat is an associate attorney at Shaw Bransford & Roth, where he has practiced federal personnel and employment law since 2015. Elizabeth K. Newman focused on labor and employment law at American University’s Washington College of Law, interning at the Department of Labor and the National Labor Relations Board (NLRB).  After law school, Liz joined the NLRB as a staff attorney on a Board Member staff.  In 2007, wishing to directly assist Federal employees, Liz left the NLRB to practice at a Washington, DC employment law firm, where she worked with Peter Jeffrey.  Seeing a kindred hard worker, Liz has practiced with Peter for almost ten years.  Together, they focus on honest, straightforward advice for their clients.
