The Federal Emergency Management Agency (FEMA) began a limited hiring campaign after losing approximately 5,000 employees over the past 18 months. The agency recently received approval from Department of Homeland Security (DHS) leadership to hire roughly 300 employees for priority positions as the agency prepares for hurricane and wildfire season.
The hiring effort comes after a period of significant workforce reductions and ongoing concerns about FEMA's ability to maintain readiness during major disasters. FEMA has also taken steps to rehire some disaster-response personnel whose appointments were not renewed earlier this year, signaling an effort to stabilize the agency's workforce ahead of anticipated emergency response demands.
For FEMA employees and other federal personnel involved in emergency management, staffing shortages can create increased workloads, expanded responsibilities, and greater pressure to perform in high-stakes situations. When agencies operate with fewer personnel, employees may find themselves handling larger caseloads, responding to multiple incidents, or taking on duties outside their traditional areas of expertise, leaving them vulnerable to mistakes and slowdowns that could lead to allegations of mismanagement or wrongdoing. When this happens, it is crucial that federal employees have the tools they need to protect themselves – a professional liability insurance (PLI) policy from FEDS Protection can help.
Increased Pressure During Disaster Response
Disaster response is one of the federal government's most visible missions. When hurricanes, wildfires, floods, or other emergencies occur, the public expects a rapid and effective response. Any delays, communication breakdowns, or operational challenges can quickly attract attention from agency leadership, Congress, the media, and the public.
The Government Accountability Office (GAO) has previously warned that FEMA's workforce challenges may affect the federal government's ability to respond to future disasters, particularly as the number and complexity of disaster events continue to grow.
In an environment where staffing resources are limited, federal employees may face increased scrutiny over decisions made during and after emergency operations. Even when acting in good faith and within the scope of their duties, federal personnel can become the subject of complaints, investigations, administrative actions, or allegations of misconduct following a high-profile incident.
Protecting Yourself in a High-Scrutiny Environment
As agencies work to address staffing shortages and maintain operational readiness, federal employees must continue carrying out their responsibilities under intense public and organizational scrutiny.
Increased workloads, rapidly changing priorities, and heightened visibility can create professional vulnerability. A decision made during a fast-moving emergency response may later be questioned by agency leadership, investigators, or outside stakeholders. If an allegation is made against you, it is a necessity – not a luxury – to have knowledgeable and effective counsel advocating on your behalf.

Testimonials
“As Executive Director of IDRA, I am committed to bringing all Department of the Interior employees the very best products in continuum with IDRA's mission. Because professional liability insurance coverage is so important to the financial well-being of our employees, I have carefully sought out and selected the FEDS product due, in part, to its commitment to serve federal employees and first-hand knowledge about the exposures facing Interior Department employees. We believe the FEDS professional liability program is superior to all others and have switched our endorsement from another company because of it. We have encouraged all our members to do the same, as we believe there is no better program or value out there.”
